After serving as Second Secretary of the Embassy of Japan in Myanmar, Ministry of Land, Infrastructure, Transport and Tourism, Director of Road Planning Division 1, Tohoku Regional Development Bureau, Cabinet Secretariat (in charge of infrastructure investment promotion), etc., he assumed his current position in October 2021. In my current position, I am in charge of measures related to the promotion of infrastructure DX and i-Construction.
In order to deal with issues such as labor shortages and shortages of workers that are a concern in Japan in the future, the Ministry of Land, Infrastructure, Transport and Tourism is promoting the use of ICT at construction sites and the leveling of construction periods in order to improve productivity at construction sites. We have been promoting "i-Construction" to advance. In addition, with "i-Construction" at the core, we are expanding our efforts to "DX in the infrastructure field" that will further develop and transform the entire business. In this lecture, I will comprehensively explain the infrastructure DX measures promoted by the Ministry of Land, Infrastructure, Transport and Tourism, and introduce the latest developments in deepening efforts toward the next stage and cross-sectoral and cross-organizational efforts.

Securing workers in the construction industry is extremely difficult. In particular, the technicians working in the field are in a situation where the future cannot be foreseen. It is often said that the unpopularity of the construction industry is due to environmental problems such as 3K, but that is not the fundamental factor. Those who work as skilled workers tend to lose sight of their goals because their career paths are not clear, and there is no educational training or ability evaluation system. need to be resolved. CCUS is a system that forms the basis of the system, but it is meaningful only when a system for defining occupational abilities and evaluating abilities is built on top of it. In this lecture, I would like to think about what is necessary for securing workers and the future of the construction industry.

Joined the Ministry of the Environment in 2015. After joining the Ministry, engaged in work related to adaptation to climate change. From 2017 to 2020, he was seconded to the Futaba Town Hall in Fukushima Prefecture, where he worked with local government officials on decontamination, dismantling, construction of interim storage facilities, reconstruction, and the lifting of evacuation orders. After returning to the Ministry of the Environment, he was involved in disaster waste countermeasures and domestic global warming goal setting, and since November 2021, he has been in his current position, mainly in charge of the government's own greenhouse gas emission reduction measures.
Rising average temperatures, melting snow and ice, and rising sea levels are being observed worldwide. In Japan, rising average temperatures, damage from heavy rains, typhoons, etc., and impacts on agricultural products and ecosystems are also being observed. The issue of climate change, also known as the “climate crisis,” is an urgent issue shared by the international community. The Synthesis Report of the IPCC Sixth Assessment Report was released in March this year, and the G7 Climate, Energy and Environment Ministers' Meeting was held in Sapporo in April, accelerating global movements. In this presentation, I will introduce domestic and international trends toward achieving carbon neutrality by 2050 and the target of reducing greenhouse gas emissions by 46% by 2030, as well as initiatives by the Ministry of the Environment centered on promoting regional decarbonization.
